Met and TFL get ANPR and excempt from DPA

Transport for London and the Met Police not only use ANPR but are now exempt from certain parts of the Data Protection act, after the Home Secretary (Jacqui Smith as the time), signed a certificate to exempt them.

The Minister of State, Home Department (Mr. Tony McNulty): I would like to inform the House that my right hon. Friend the Home Secretary has signed a certificate to exempt Transport for London (TfL) and the Metropolitan Police Service (MPS) from certain provisions of the Data Protection Act 1998 to facilitate the bulk transfer of Automatic Number Plate Recognition (ANPR) data from TfL to the MPS. The Commissioner of the Metropolitan Police believes that it is necessary due to the enduring, vehicle-borne terrorist threat to London. The MPS requires bulk ANPR data from TfL’s camera network in London specifically for terrorism intelligence purposes and to prevent and investigate such offences. The infrastructure will allow the realtime flow of data between TfL and the MPS.

Sony and ANPR

Sony has now produced an ANPR system that is designed to allow companies to add ANPR into their company’s existing IT/CCTV infrastructure. This allows easy and rapid monitoring of staff and visitors for any company.

“Sony Europe’s Image Sensing Solutions Division (SISS) has announced a highly integrated automatic number plate recognition (ANPR) camera that provides easy integration with existing access control systems. The Sony XCI-NPR uses the industry-standard Wiegand protocol, allowing OEMs to quickly and cost-effectively add ANPR capability to their product lines.”

ANPR – Roll out in the UK (2005)

A “24×7 national vehicle movement database” that logs everything on the UK’s roads and retains the data for at least two years is now being built, according to an Association of Chief Police Officers (ACPO) strategy document leaked to the Sunday Times. The system, which will use Automatic Number Plate Recognition (ANPR), and will be overseen from a control centre in Hendon, London, is a sort of ‘Gatso 2′ network, extending. enhancing and linking existing CCTV, ANPR and speedcam systems and databases.

What is ANPR?

Automatic number plate recognition (ANPR) is a mass surveillance method that uses optical character recognition on images to read the licence plates on vehicles. As of 2006, systems can scan number plates at around one per second on cars travelling up to 100 mph (160 km/h).

They can use existing closed-circuit television or road-rule enforcement cameras, or ones specifically designed for the task.
